The original source of water (aside from collecting rain). The health of aquifers globally is concerning. Access (digging wells) has become very costly and risky as there is no guarantee how deep you need to go to hit water. 

Issues include:

-Contamination
-Subsidence
-Seawater intrusion
-Water rights
-Replenishment
-Infiltration
